For no apparent reason, my comments within a document no longer are highlighted. Also, hovering over the comment no longer displays the comment. I looked within toolsoptions, but could not find a switch for this item. My normal.dot was not changed.

I've switched to Word 2002, which does its comments totally differently, but I wonder whether this might relate to your settings under Tools>Options>View. You need to be showing Hidden text in order to see the little notations [ABC1]; I'm not sure whether that also affects the coloring. To make sure you are showing pop-up messages, looking for a setting called Screen Tips. Hope this helps.
And is there any chance the comments got deleted? View>Comments should show the Comments pane.
