Have your Windows XP CD-ROM ready (if you don't have it, the following probably won't work)

NTIO.SYS is a system file. First check if it is really missing from C:WindowsSystem32 (make sure that Windows Explorer is displaying all files, including system files). If you do find it, delete it, in case it has become corrupt.

    Select Start | Run...
Type sfc /scannow and click OK.
This should detect that NTIO.SYS is missing, and restore it.

    1. If you have a DELL, chances are that NTIO.SYS is already available elsewhere on your hard disk. See if you can find it, for example in C:I386. If so, copy (don't move) it to C:WindowsSystem32.

    2. If you can't find it there, copy NTIO.SY_ from the I386 folder on your Windows XP CD-ROM to C: on your hard disk.
Start a command prompt window (Start > All Programs > Accessories > Command Prompt)
Type the following commands, press Enter after each:

    C:
    CD
    expand NTIO.SY_ NTIO.SYS

Finally, move the new copy of NTIO.SYS from the root of C: to C:WindowsSystem32
