Rules, not having 'permission' (XP SP2)

I am trying to set up a rule that permanently deletes some spam I'm getting. However, when it runs this rule I get the rule error "You don't have appropriate permission to perform this operation." Any idea why? If it has to do with Windows XP itself, I am the administrator.

Is the message being received into an Exchange mailbox or from a POP3 server? The Exchange administrator probably can control what rules you run. If it's POP mail, I'm a bit surprised you don't have total control.

Not an Exchange mailbox, just the computer my wife and I use. We get our mail from Comcast's POP3 server.

I'm not having any problems with such a rule. Could another program/macro/add-in/rule also be trying to do something to that message at the same time?
