    You haven't told us
    - Windows version (Windows 95/98/ME/NT/2000/XP)
    - Browser version (IE 5, IE6, Netscape, ...)
    - E-mail program (if applicable)
    - Connection type (dial-up, DSL/ADSL, cable)

    Some things to check
    - Are all properties of the Internet connection set correctly?
    - Are all properties of the e-mail application set correctly?
    - If WinFax is running, see if AutoReceive is enabled; if so, try disabling it.

I'm not so sure it's as simple as that! This error message seems to be produced in a number of circumstances, sometimes where the fault lies at the user end and sometimes when it's at the ISP end - I think I've experienced both. In the former case I'd configured a new OE identity wrong, in the second the ISP was having mail POP3 server troubles...
