    user.exe error

After moving a PC around this last weekend, it now errors on boot. I guess the computer was stuck on the 'Please wait windows is shutting down' and after a few minutes of waiting it was manually powered off. Now, when booting normally, a message comes up saying that there is an error in user.exe and windows needs to be reinstalled. Is there a way to fix this without reinstalling windows? I can get into the computer with safe mode.

Please read Error Message: Error Loading User.exe. You Must Re-Install Windows Here is what it says.

This article was previously published under Q243372
    SYMPTOMS
When you attempt to start Windows, even in Safe mode, you may receive the following error message:

Error loading User.exe. You must re-install Windows.
The computer may then shut down.
    CAUSE
This behavior can occur if the Ddeml.dll file is missing or corrupted.
    RESOLUTION
    To resolve this issue:
Start your computer with the Windows Startup disk.
Choose Start Windows 98 with CD-ROM Support from the Startup menu, and then press ENTER.
Type the following command, and then press ENTER
    extract drive :win98win98_ xx .cab ddeml.dll /l c:windowssystem

where drive is the CD-ROM drive containing your Windows 98 CD-ROM, and xx is 28 if you are running Windows 98 Second Edition or 31 if you are running Windows 98.
Remove the Startup disk, and then restart the computer.

Thanks for the reply, but I followed those instructions and it didn't work. Anything else that is worth a try?
