    Sounds to me like you've got your keybard settings as US English and not UK English.

    Go to Settings|Control Panel|Regional Options (on some systems this is called International). Make sure that your default keyboard language is UK English.

    First try logging on and off. Then try deleting US English. This may mean that you have to reboot.

    You can also create your own keyboard layout using The Microsoft Keyboard Layout Creator, if you frequently use non-standard characters.
    But don't forget to install .NET Framework first from Windows Update Website.
