    Can VBA ring people up?

    It is not a joke. I want to find some way, hopefully via VBA, to inspect a folder to see if a certain file has its modification date and time within a certain window of time.
    If this is the case, nothing happens. If it is NOT the case then the code will ring via the attached PC modem a predetermined phone number and play a wave file.
    I have the software GOTCHA, which monitors and records video/images when it detects a difference in the camera view and pages you. But I want it to work the other way round: it will phone you when there is NOT a difference within a certain time window. If it can't be done via VBA or VBScript or similar can anyone suggest an idea?

    I got some sort of result along these lines by calling the
    Win 200 Phone dialer using Shell:

    Private Sub CallMother_Click()
    Dim RetVal
    RetVal = Shell("C:Program FilesWindows NTdialer.exe", 1)
    'You could use Sendkeys here to dial?
    End Sub

    For some reason on my system the phone dials but hangs up immediately on completion of dialing saying "nobody answered" or something of the sort.
    So now the problem has moved sideways to why phone dialer behaves like this
