    *.wsa files (Word 97)

What are *.wsa files? How are they created?

You can never be sure, but there are a couple of sites that try to compile all of the ones that are determined by programs (as opposed to users, who can choose anything they want in programs such as WordPerfect). Try Google.

Well, it says they are Animation Shop Workspace (Jasc) but these showed up when someone created a Word document. I wondered if it stood for Word Save As. Guess that's not it. Oh, well!

Since there's no technical or legal restriction on file extensions, the only way to tell is to poke around inside them and see what's there. WordPad usually is a safe way to do this (just don't save over the original). Sometimes the file type will be indicated near the top, other times you just have to take your best guess. Word 97 didn't have as many odd export formats as Word 2000/2002, but if you check the file types list in the Save As menu, maybe one will click. Or maybe someone just chose that extension arbitrarily?
