This sounds like the DNS server that the client is using isn't the one where the newly promoted server has registered itself.
What DNS server does the new Domain Controller use?
What DNS server does the client PC use?

The new Domian is using his own IP. The client is using a different one..from the inpternet. I need to add the new DOmain i the client?

Your client must use the DNS in which the server records have been registered so that it can find the domain controller.
