scrollbar bug update? (Win XP, Outlook, IE)

Does anyone have an update on the bug created by the "critical" security patch MS03-048 / 824145 that causes IE and Outlook to scroll two pages instead of one when you click on the scrollbar? It's really getting annoying. Is there any way to fix it? Uninstalling that patch doesn't seem to be an option as it's not listed in "Add/Remove Programs." I really don't want to do a system restore. Have made to many other changes since then that I don't want to have to redo.

According to <!profile=R2>R2<!/profile>, you can replace a DLL with an older version that will still be available on your hard disk. See <post#=313395>post 313395</post#> (and other posts in that thread.)
