    There are a lot of tools available on the Internet for free download that will help you to create animated GIFs. Fire up your favorite search engine and look for graphics utiilities that will suit your need/price range. Many image editing applications will also allow you to create them; Paint Shop Pro is a great example. It comes with a tool called Animation Shop that is explicitly for this purpose.

    I know the resulting file is an animated GIF but I have to wonder if the effect might have been created with one of the programs of the Lotus ScreenCam ilk? I have a copy of Lotus SmartSuite that's several years old and I haven't used ScreenCam since my Win98 days. Don't know how well it would work (if at all) under WinXP. I also remember a thread here in The Lounge where someone was trial-using another product of this type, with GREAT difficulty. This kind of software is usually pretty pricey and not (so) easy to use.

    The only reason I mention this is that I opened that GIF in Animation shop and it consists of 60 frames! Whew, that would be a bummer to create with an animation program.....

    Microsoft has a animated gif program. I downloaded it from the subscriber section of MSDN and have no idea where else you would get it. When I check the properties on the version tag for the setup file (GIFSETUP.EXE), "Product Name" is "Microsoft Plus for Windows 95." I actually haven't installed this yet anyway, so I can't particularly recommend hunting it down when there are others closer at hand. (E.g., Photoshop Elements' layers can be combined into an animated GIF)

    I've been impressed by what you can do quite simply with MS Powerpoint and Paint Shop Pro Animation shop.
    Powerpoint has fairly decent laying out tools that can mix images, drawing objects and text. The individual animation frames are setup as separate slides within the presentation. One of the save options is to save the images as separate gif images.
    PSP animation shop can then stitch the individual static gifs into an animated image.
