    The TEMP folder(s)

Can I delete all of the contents of every TEMP folder ?
I know I can, but should I ? the TEMP folder now has about
27-meg of stuff. A lot have tildes ( ~ ) and a lot start with an
    underscore ( _ ).

In general: yes, you should try to keep Temp clean. As the name indicates, it contains temporary files used by applications while they run. If an application crashes, its temporary files stay behind, and some applications are sloppy, they don't bother to clean up after themselves. Make sure to quit all applications before trying to empty the Temp folder.

You will find that there are a few current sessions files that won't delete.

Once aupon a time, a fair few not so well written install programs left their uninstall routines and other bits and pieces in your Temp file. Such behaviour arises far more seldom these days. If you have any qualms, you might try inspecting what you propose to delete. The ~ files are certainly removable without qualms and probably also the _ files.
