After reinstalling NAV 2004 and Personal Firewall, on a fresh boot a File Explorer View comes up at the location of NAV.
I know this must be a setting somewhere. I've check Startup and Msconfig. I remember this could happen w/ W98 but I don't remember how to fix it.
I guess I could hack at this for a day or two, but I know someone knows the answer. I thank you.

I think this is one rememdy. Note that even when I searched under NAV 2004, NPF, or NIS in the Symantec KB, it referred me to this KB so they probably mean it to apply for any version:
