    ShutDown (XP Pro SP-1)

This is the problem: I shutdown Windows and then cut-off power to the PC. If I try to re-start it shortly thereafter (5 or more minutes later) it won't. Sometimes it takes hours before the PC will allow you to turn it back on. I've looked every where to no avail. Any assistance is appreciated. Thanks!!!

    It's definitely a hardware problem.
When you try to boot up, do you see BIOS screen? Can you access BIOS Setup? Do you get any error messages during bootup?
If you are familiar with hardware, try to disconnect the hard drive and boot up your computer. Do you see BIOS screen? Can you access BIOS Setup?
First, check memory (RAM). In most BIOS there is an option "Run full memory check during bootup" or similar. Try to do so. Do you get any error messages?
Next, check your hard drive. Some BIOS (HP/Compaq, for example) has such utility. If not, you can download it from your hard drive manufacturer website.
It can be also motherboard or power supply fault. For further troubleshoot, more information is needed.

I would also add to that,,, since you say it won't turn on for awhile after you turn it off,,that you check your Power Supply for overheating,, and your CPU also.
