    This setting is set via a registry key. The most common reason for this is for users running Spybot S&D. If you have Spybot go to the Immunize page and de-select "Lock IE control panel against opening from within IE (Current User)"

    If you do not have Spybot then you need to update the registry. See MSKB 216583 for details. This article also details another possible cause.
