Change from Express to Outlook (Outlook 00 on Win ME)

My daughter would like to change from Express to Outlook and has been told to do the following:
    Open Microsoft Outlook
Click on: Tools > Email Accounts > view or change existing E-mail Accounts.
She says Email Accounts doesn't exist in her Tools. (I'm using 2003 and it certainly exists there).
Does anyone have any ideas, please?
Thank you in advance for your help.

Re: Change from Express to Outlook (Outlook 00 on

If memory serves, under Outlook 2000 email accounts are listed under Services. The "Email Accounts" feature began life with Office XP (Outlook 2002 in this case).

She can also go to the Control Panel and select Mail to access the same thing.
