Rearranged Buttons did not stick (Outlook 2003)

I rearranged the buttons (left pane; moved Shortcuts up to under Mail). The next time I started up OL the button was back down where it was before the move. Also, in Shortcuts I added and rearranged a number of shortcuts and all of those changes disappeared. Any thoughts on cause? Thanks.

In versions prior to 2003, which I haven't used, there is an "Outlook Bar" whose settings are stored in a .FAV file, where the file name matches the name of your profile. If you are in a controlled environment, it's possible that the .FAV file is getting replaced by a fresh one every time you start up.

The way I have "learned" to get around this and other changes in this area of OL2k3 is to make my changes, shutdown OL immediately and restart it. This seems to hold the changes but it is aggravating to have to do this.

Looking around a bit I think these settings are now in an xml file but it is not obvious how (and even less so that I would/should want to) one could edit them.
