change select name listing (MS Outlook 2003)

When I create a new message and select the TO button the "show names from the" list is always in Recipients list. How can I change it to open in a different list?

There are two other directory listings. I wanted it to show the Global Address list.

Open the Address Book, Tools | Options, see the dialog for "Show this address list first". (The graphic is recycled from another question, you do not need the "Add Address List" part.)
