System: Win NT 4 w/ SP6 and Outlook 98 ver. 8.5.5603.0

I created a public folder and then went to Views/Define Views and Added a New View. Made my changes and clicked on the checkbox to only show this view for the folder. My problem is that some users get this view while others get the standard inbox view of the contents of this public folder. One other thing I have done is right-click on the public folder and choose Properties. On the Administration tab of the dialog box in the Initial View of folder field it says Normal. I try to change to my new view that I created, but it doesn't stick. The weird part is that the other owner of the public folder doesn't have this problem. Any help would be greatly appreciated.
