A staff member changed the monitor frequency hertz setting on his computer so now he gets no picture on the screen. Any ideas on how I can change the setting back when I can't see anything on the screen?

You should probably be able to fix this by starting Windows in Safe Mode. See this Knowledge Base Article for video adapter troubleshooting tips.

Never Regains Its Original Dimensions
When I had this occur at home, I actually went to another computer, and wrote down the keystrokes required to change the refresh rate back to something safe. Hopefully Rebel's post with the link to a Microsoft article will get you where you need to be, though, because I found this approach to be a pain - although it did work.

Boot to safe mode.
Right click on desktop.
Select properties>settings>advanced>monitor
Check "hide modes that this monitor can't display"
dropdown menu and select a high refresh rate.
OK out and reboot
