Is it possible to forward a distribution list to an external client where they would be able to see the contact information. If so how?

Apparently not. You can forward the DL, but each DL member is linked to it's contact record, and doesn't carry all the Contact details in the forwarded DL. You will have to select all the contacts to send to the other party.
