IE, winexplorer disabled

Can't open IE or Windows explorer. Using Netscape now. Norton AV up-to-date. Scan finds nothing. Ditto Spybot. Using Win2k SP4.
Can use Word to open files. Any thoughts?
Also found that I can't open Control Panel.

This MS KB article covers the CP not opening, but I suspect it is more than that:

Let us know if any suggestions amongst that lot help - otherwise, can you get Windows Explorer to run by entering
explorer.exe
in the Start > Run box?

Success! Both of the suggested forums had the answer. I ran inetcpl.cpl to bring up the Internet Options screen. Clicked on Advanced and unchecked Enable third party browser extensions. Both IE and Windows Explorer are now working.
