Insert Comment not Working (Word XP)

With Word XP, a user at work tries Insert > Comment but it doesn't work. The comment space opens up at the bottom of the document, showing the user name, date, and time, but the user can't enter text. I checked the settings but nothing seemed to cause behavior like this. Does anyone have any idea what could be happening?

    Thanks,
    Bob

I would print Phil Rabichow's <!post=Systematic Approach to Behavioral Problems in Word (Word 97/2000),197827>Systematic Approach to Behavioral Problems in Word (Word 97/2000)<!/post> and perform the various tests on the user's machine (under his/her login)
