Sounds like you are talking about ERASING these items rather than physical destruction of same?
How many are you talking about?
If not too many, a simple strong magnet will suffice to erase them to the point of being unuseable.
There a some CD grinders in office supply houses now that will shred them. It's easy to destroy all of them but erasing a lot of them can run into big bucks for commercial devices.
File wiping software has been around for some time now. You can wipeerase data to meet Government specs and not have to worry about them being recoverable.

I am talking about physlical destruction of these items. Mainly the CD's, they have to be completely destroyed. The device we are looking at will punch holes in the CD and maybe items to scratch both sides.
I need to to come up with procedures on how to do it and why.
Well, not knowing just how deeply you have to get and if you are writing it for a Government agency or supplier for example, you can check out a manual written for MIL-specs destruction of these things for the Department of the Army.

I also saw an actual shredder type of device at Staples, I think it was. Really shreds CDs just like a paper shredder, all you get is little pieces of CD material.

This was mostly about the destruction of Military equipment and it only mention CD's in packaging.
I am still looking for more information on this.
