Excel start has Windows configure Office 2000 SR-1 (Excel 2000/9.0.3821 SR

Recently, almost every time I double click on an Excel sheet I get a dialog box with the title "Microsoft Office 2000 SR-1 Small Business" and a message Saying "Please wait while Windows configures Microsoft Office 2000 SR-1 Small Business". The progress bar goes from left to right and then I get into the spreadsheet.
Why is this happening repeatedly? SR-1 was installed some time ago, if I remember correctly. At the very least, I haven't updated any Microsoftoffice software recently. I'm Windows 2000 with Excel 2000, Word 2000 and Outlook 2000. This mesage only appears in Excel. If I start Excel from the taskbar, I don't get the message. It seems to happen if I double-click on an existing Excel sheet.
    What's going on?
    Thank you.
