    Try right clicking file(s) and/or folder(s) and and then select Send to the CD burner.

    Now running HP Pavilion a6528p, with Win7 64 Bit OS.

    The CD burning facility is installed as a default in XP.
    Edited to add the screenshot of the CDRW drive. Right click the drive in my computer.

    I think Windows will show you where you can find it if you type the question in "Help and Support Center", just click "Help and Support" on Start menu.
