    Welcome to the Lounge. Go to Tools/Internet Options/Advanced tab & UNcheck "Display a notification about every script error". While you're at it, you might make sure that the one above it "Disable script debugging" is checked.

    Hmmm. Try reversing them (unchecking the first box & checking the next, closing IE, reboot, then change them again, & reboot). Sometimes a setting doesn't seem to "take".

    The word "Outbind" strikes me as unusual. Do you get this error trying to view a help screen? What exactly causes it?
