VCS file with wrong time zone (Outlook 2003)

I have managed to create a program which will forward a vcs file to a person to import into their outlook file with their appointment information. However time zones become a problem. If my time zone is EST and they import it into their outlook and their timezone is PST then it shows up 3 hours too early ie instead of the correct 4pm it shows up as 1pm for the appointment which makes sense but is NOT the desired result.
Is their a way of causing the appointment to import at say 4pm no matter what time zone the person is in

I'm no expert on time zones - point your programmer at the web - a Google search on VCS turned up all sorts of good stuff (none of which I've really had time to read) e.g. http://www.devx.com/getHelpOn/10MinuteSolu.../20508/0/page/4
