The Office installer had a custom add/remove interface where you can specify whether you want components installed immediately, installed on demand when first accessed, or not installed at all. Perhaps there is a mix-up with the speech recognition components? You could try using the installer and see if changing from one status to another fixes the problem.

I also had this problem after a reinstall of Office 2003. After much messng about I found that under Start | Settings Control Panel | Regional and Language Options | Languages | Details | Settings I was able to Remove the Speech Recognition and Text Recognition functions, and the installation requests stopped.
