Macro Security Settings Missing (Access 2003)

We have a user who doesn't have the option to change his Macro Security Settings. Every other user (about 400 of them) has the option under Tools, Macro, Security. But, when this user clicks Tools, Macro, he doesn't have a Security option. It's not greyed out. It's just not there at all. We had him create a dummy database to see if it would show up then, but it doesn't. He does have this option in Word and Excel. At this point, he wants me to make a registry edit to reduce the macro security to low. He doesn't want to reinstall the program because he has customize it so much. Anyone know where I can make this edit in the registry? Or how else to accomplish this in Access?

    Let him try the following:
    - Open any database in Access.
    - Select Tools | Customize...
    - Activate the Toolbars tab (if necessary)
    - Select the Menu Bar.
    - Click Reset... and confirm.
    - Close the Customize dialog.
See if this restores the Tools | Macros | Security item.

No, but we went to customize toolbar and dragged it back to the menu. That worked. Thanks for the suggestion!
