The only property that explicitly refers to the mouse wheel is Application.RollZoom. If this is True, the mouse wheel zooms in and out, if it is False (default), the mouse wheel scrolls the worksheet. This is an application-level setting, you cannnot set it for a specific sheet.

You can set the ScrollArea for a specific worksheet. If you make this small enough, the mouse wheel won't do anything in that worksheet. But the user won't be able to select anything outside the scroll area using other methods either...

    Worksheets("ThisOne").ScrollArea = "A1:K30"
