How To Troubleshoot Startup Problems in Windows 2k

This MSKB article talks about How To Troubleshoot Startup Problems in Windows 2000
But it does not mention anything about being able to startup your laptop, The laptop BIOS screen comes on, then the Windows 2000 logo comes on, and then the status bar goes all the way until the middle, the screen flickers, then the statusbar continues to the end, and then the laptop will reboot.
This goes on and on.
You can't do anything with the other boot options, Boot in safemode, last known good configuration...
I am not sure if viruses are an issue, I do have Norton AV updated, but you will never know. I am thinking it is a Windows startup problem.
What do you suggest?
