I need to enable the use of the PC speaker in Windows 2000 and Outlook?

Tell us more, did they ever work, did you check to see if they have been "mutted", is the power is on and the volume is not turned down?
Are they shown in the hardware profile?

    Re: PC Speaker

We do not have external speakers hooked to our desktop computers and I want to give my users the ability to hear when an e-mail or any other sound arrives. The PC speaker needs to play a simple ring, nothing fancy. We used an old win3.1 driver in Win95, but after this upgrade that will not work. Any suggestions?

To my knowage, these sounds REQUIRE a sound card with speakers. I do not know of any PC speaker controls within Win 2K.

Right click the loudspeaker icon in the systray. Open Volume Controls and then Advanced. Down in the bottom right is the mute control. Is it unchecked?
