    system battery low

A friend has started to get the following message: "Warning, system battery is low. Press F1 to restart, press F2 for setup" on her DELL running Windows XP. Does this refer to her CMOS battery?

Most likely - see this typical manual section from Dell.

    Sure does, trebor.
Get a new CR2032 coin type battery, you can get them most anywhere for a few dollars. Just make sure you check the polarity of the battery in it's socket. Most MB's have the + ( plus ) side up, but it's best to compare the old one before you put in the new battery. If you aren't fast enough in putting the new battery in, you MAY have to reset the BIOS settings, so check those out also before you change it.

Also, put a sock or something over your hands when handling the battery - skin oils promote corrosion.
