Track Changes Jason Baloons (XP sp3)

I've been receiving documents from people addicted to Track Changes, and the documents they have seem to have caught the addiction.
With Track Changes turned off, and Accept All Changes recently executed, I have seen Track Changes balloons appear in the right margin.
The most common way for them to sneak in is when I delete a style from the document (usually the dreaded Char styles) -- the affected paragraphs will be flagged as having changed the paragraph or bullet and number formatting.

Often, the balloon will go away as soon as I reapply a style to the paragraph (they get 'normal'ed by having the style ripped out from under them).

Has anyone seen this? Is it expected behavior in XP?

It's not normal, or if it occurs more commonly than it should, it nevertheless is a bug.

Any suggestions for automating detection or removal of that behavior? I've got lots of documents to process, and I'd like to be able to automate cleanup.
    The MSWD KB wasn't helpful.

I'm working in 2003 and Track Changes is a nightmare in this version (not much difference between XP and 2003). If a document has had track changes turned on at any point in the document's history and the changes were not accepted, when you open them in 2003, you see all the tracked changes, even if Track Changes is not turned on. It's an option that is turned on, see picture below, Make hidden markup visible.... That's the way the new version is handling tracked changes - I think it was done intentionally so that people knew that the document had these changes - especially with the concern about Metadata these days. Under Tools, Options, Security Tab, you can now specify to be warned if Track Changes, Comments, etc. are turned on before saving, printing, or e-mailing a document. Otherwise, you may want to write some code to Accept All Changes in a batch? Good luck... trish
