Routing slip not supported by 'mail system' (2003,

I've got a user who is using Word 2003 and Outlook 2003. I use an Exchange server, he does not. I am able to make the routing slips work correctly, but he can't. He adds a routing slip to a document, adds recipients, specifies that the document should go to each recipient in order and approves the warnings about another program trying to send mail through Outlook. After a moment, he gets an error message that says "Your mail system does not support certain services needed for document routing." I do the same thing and it works for me.

The very few hits I got on Google searching for this error message were pretty old, and mostly people asking the same question with no replies to the thread. (I searched the web and USENET.) One message implied it had something to do with security settings from a more recent service pack of Office. (The post was talking about Office 2000 I think.)

It can't be necessary to connect to an Exchange Server for this functionality, right? It is just adding some metadata to the document and then sending it as an attachment to a plain old email message. This user really likes the functionality of the routing slip over the normal Send to, Mail Recipient (for Review) option.

I was able to send a test document with a routing slip through a standard SMTP/POP3 server using Office XP SP3. I chose "one at a time" and it seemed to work as designed. I do not use Word as my mail editor, and the default message format is plain text. I do not use the "remove personal information" option (Tools>Options...>Security), if that is relevant. Not sure if this will help or not.

Well, at least we know that this feature works with a regular email server now. The user unsuccessfully tried to make it work by turning off Word as his email editor and using plain text for the message. He didn't mention if he had double checked the "remove personal information" check box. If that is checked it would almost certainly break the routing feature, I'd think.

If we have any more luck with this we'll be sure to post back a solution. Meanwhile, if anyone has another suggestion or experience, I'd be happy to hear it.
