I don't use automatic numbering if I can avoid, but I think I can answer this one. Right-click on the number (it should become gray, or at least mine does), and you should get a special shortcut/context menu that includes the option Restart Numbering. (This is in Word 2002, but hopefully you have that one in Word 2000, too.)
Works in Word 2000, but... Only problem is that if you add another row, cells in that row will increment the outline number from the previous row. The "list restart" doesn't carry between rows. But, of course, that's what automatic numbering is.
