    Symbols change in Cold Fusion (Word 2002)

    I have a client who is taking emails and Word documents and pasting them into a Cold Fusion based web system for news on their website. When she does this, some of the symbols, especially the quotes, turn into question marks (?). The articles are in Arial or Times Roman - base fonts in Word. Nothing fancy.

    Per the programmer, she has put in a command NOT to make these changes, but it is still happening. Any ideas where to look?

Before pasting, she can convert them using Word's find and replace. This was recorded using the macro recorder, and slimmed down for posting. Please see the attached.
