Address bar in windows explorer (Windows XP SP2)

Is there any way to disable the address bar in windows explorer? YES I Know right click, etc., I want to disable it so it won't be accessible in normal use. a registry hack or something to disable it, or gray it out on the context menu.
What I want is to disable access to internet. I have a program to stop Internet explore , but if you enter the web address in address bar in windows explorer it opens the web site.
    HELP!!!
    Thanks ,
    Hyam

Is this XP Home or Pro? LAN or standalone? Hardware firewall? Software firewall? Do you want to do this for all users or some subset?

Go to Start | Run | Gpedit.msc. Then click on either Computer Configuration | Administratvie Templates | System | Internet Communications Management or User Configuration | Administratvie Templates | System | Internet Communications Management. Then set the policies you wish to change. Just be aware that if you turn off Internet access that NO programs or functions such as Windows Update will be able to access the outside world.
