You seem to want text in the TOC that does not occur in the Heading paragraphs. You would need to use TC fields for that, but I don't know how you can combine that with including the paragraph numbering from the Heading paragraphs in the TOC. But perhaps I haven't understood what you want correctly. Could you attach a dummy document?

Re: Outline and TOC (Word XP SP3)

    1. Click in the Level 2 text, and select Format | Bullets and Numbering. Click Modify (or is it Customize?) and clear the Legal Notation check box. You can then select the 1, 2, 3, ... style instead of 01, 02, 03, ...

    2. To prevent the entire text of Level 2 from being included in the TOC, you must split the Level 2 paragraphs into two parts with different styles. You can do this with a Style Separator: Click after the underlined part of Section 1.1, press Enter to insert a paragraph mark, then click to the left of this paragraph mark and press Ctrl+Alt+Enter to change the paragraph mark to a style separator.
Next, create a new style based on Level 2, turn off numbering in the new style, then apply this style to the second part of Section 1.1.

    3. Change the TOC to use the styles Level 1, Level 2 and Heading 3.

I have attached the modified version.
