Select View | Header and Footer. Use the Show Next (or Show Previous) button in the Header and Footer toolbar to go to the header of the section past the section break you want to remove.
Click "Same as Previous" and confirm. Switch to the footer and repeat.
Close the Header/Footer.
You can now delete the section break.
One other technique that you can use is to copy (Ctrl+C) the section break you intend to delete, then select the next section break & paste (Ctrl+V). Then you can delete the first section break & all the headers, footers, & section layout from that section will remain.
