Going by their blurb:<hr>...our Pull-n-Click technology allows the retractable cable to expand from 4" to up to 48" with a simple pull. Another pull and they automatically retract back into the housing.<hr>I would guess they lock in the 'out' position.
I've never seen these so the only kind I can comment on are the telephone type. I have two here at home for phones and they work very nicely. I don't even remember where I bought them. They do NOT lock in the extended position and exert constant "pull" to retract, which is my only complaint. But the idea is nice and I'm still happy I bought 'em.
According to the "reviews" links on their site, they do lock in the extended position. Most of the comments seem very favourable.

We use them here. (well, a diferrent brand)
They are nice and convenient to store in the notebook bag. They take up a good deal less space than a RJ-45 cable and a phone cord.
The shorter ones are a hassle to use though. Often the path from desktop to outlet is more than 4 feet.
Well, I ended up buying two head phones (one for work and one for home). They are nice and small, do lock in position so that there isn't tension but they are somethings difficult to wind up - it takes a little time to get them to fully spool. Would I get some more? Yes.
