According to 2002 help, if you choose With First Detail and set that for your header rather than the detail section, if the page overflows, the setting will be ignored. Try that approach and see if that solves your problem.

Looking for 'Keep Together' Workaround (2002 SP-2)

I have a simple inventory report with a couple of layers of sub headers. The detail section has Keep Together set to Yes and includes a memo field. In 99.99% of the time everything prints just as I would like. My user just ran across a situation in which the memo field text is longer than one page. This causes the report to go off the deep end trying to keep the detail together. However, if Keep Together is set to No, too many of the inventory items wind up as orphans from their respective header information.

Does anyone have any ideas on how to work-around the rare exception of a really large memo field exception case?
