meeting times change when new invitees are added (outlook 2003)

I have a user who does a lot of meeting requests. Very often he adds people after the original list has been invited. His meetings are typically from 8 to 4:30. When he adds new invitees, the meeting time in his own calendar gets changed to weird hours - like 8 to 12:30.
The invitees' calendar does not change - it shows the original time correctly.
He has run detect and repair, we have looked at his Outlook settings. There does not seem to be a difference between his machine and anybody else'
Has anybody ever encountered this and if so how do I fix this?

    Thanks,

Just a SWAG, but check his time zone setting.
