Utilities to download an entire website do exist, see
SurfOffline 1.4 - Offline browser
and
Website eXtractor 9.08
for example.

Neither of these appear to be free - cue Mr Miller - but a search on Google for

download entire site offline

brings up many offerings.

Just be careful you don't pick something like microsoft.com or bbc.co.uk to download....

I use HTTrack Website Copier - Offline Browser, ware naturalmente.
It seems to do the most reliable job of those I've used, as well as giving the most thorough set of options (filtering out ads, zip archives etc.).

Only problem I've had with this process in general, is if you pull down a very complex website, and the nested folder depths and filename lengths go beyond the capabilities of burning to CD (Romeo & Joliet & Hamlet & all that other stuff). HTTrack allows saving of filenames in 8.3 format, or longer but CD-compatible names, while retaining the "integrity" of all the links. But I have still had problems when the folder depth gets to >9 (I think).
