Cannot Send on 1 account - other OK (SP 3)

My son cannot send e-mail from within Outlook 2000, SP 3. His settings are the same as mine. Advanced Tab: Server Port Number Outgoing mail (SMTP): 465 Server Timeout: 1 minute. This server requires a secure connection (SSL). The OS is Windows XP Professional SP 1.

The error message says "A timeout occurred while communicating with the server. (Account: 'Abba's Mail', SMTP Server: server details: Error Number (0x800ccc19)"

For giggles, I made him an Administrator, but that didin't help. My daughter is an account in Outlook, too and she can't send e-mail. (They both share the same logon for Windows XP. I have a separate XP logon.)
We're using Norton Internet Security and WebRoot Spy Sweeper.
Any thoughts on what could be causing this?
    TIA

Did you blank out the SMTP server name for security reasons or is it completely missing? Obviously if it's missing, there should be a problem. <img src=/S/smile.gif border=0 alt=smile width=15 height=15>

Is it possible that Norton Personal Firewall is blocking that port for some reason? I don't know the product well enough to know what dialog to check...

The SMTP name is not missing. The settings in Outlook for both accounts are the same.

Have you added Outook to the Norton Internet Security?

I do NOT use Norton Internet Security, but it could be that EACH Windows XP user account may need to have these setting set in Norton Internet Security.

Now running HP Pavilion a6528p, with Win7 64 Bit OS.
