Scrolling with the wheel mouse (XP Pro SR2)

With my new computer, Intellimouse, & wireless keyboard, I'm finding some problems. In Win 98SE, no matter where the cursor was, the wheel would scroll whatever window I hovered over. Now I have to click inside the window (or part of the window) before it will scroll. Is there a setting that will change this behavior?
    Thanks in advance,

I think this is the default - the whell only scrolls the window with focus. There are several utilities to change this behaviour, such as Katmouse, but I've never tried it.

The X-Mouse option in Tweak UI gives focus to whatever window the mouse is pointed at.

    Thanks for the replies.
Leif, I downloaded KatMouse, but when I tried to install it, I got a message that it wasn't a Win32 application. Very strange, since it says that it works in XP, but not 9x. I've written the author? If you know of any other utilities, please let me know.

LATER: Lief, disregard that. The creator of the utility emailed me to say that he accidentally corrupted the file when changing web sites. I've downloaded the new one & it works perfectly. Thanks again. <img src=/S/thankyou.gif border=0 alt=thankyou width=40 height=15>

Tony, I will install TweakUI, but XMouse isn't the answer. That will change the focus to whatever is under the mouse; I merely want to scroll the window that is under the mouse.
    Thanks again,

I'd never noticed this before, but in Windows XP SP2 my wheel will only scroll the currently active window when the mouse cursor is within that window. If I move the cursor to some other window and roll the mouse then neither window scrolls!

Is it even possble have a window react to a mouse without it getting the window focus?
