Control panel programs won't run (XP Home SP2 )

Many and varied system program will not run. Ex; My computer - properties or Network Places - Properties
Within the control panel Add/Remove programs, Network will not run .
    Administrative tools does run.
At one point I found a solution this included installing 4 registry settings . mshtml and three others. I can't find it again and still don't know how this could have happened in the first place.
I am really more concerned with fixing it than understanding it.
    Thanks

Seems like you've got one or more nasties. Have you run the usual array of a/v & spyware tools?

It seems it was the msupdate.exe virus that infected registersy HKEY_CLASSES_ROOTexefileshellopencommand and imbedded itself messing up any time I tried to run any .exe file. I followed Trend Micros instructions at http://www.trendmicro.com/vinfo/virusencyc...RIDE.J&VSect=Sn
I also searched the registry for "update" eliminating entries m~update.exe. ( there were only a couple) All is good now.
