Where get Recovery Console (XP home)

I want to reformat Windows XP Home and reinstall XP. The articles I've found say to use the Recovery Console on the Windows XP CD to wipe a hard drive that uses NTFS as a file system. I have a Dell computer with the OEM reinstallation CD, but can't find any reference to Recovery Console on that CD. Can I use what I have or must I use the Recovery Console, and where do I get it?

If you were to use the "OEM reinstallation CD" that you have, it should do a format to restore your system to the factory condition.

Now running HP Pavilion a6528p, with Win7 64 Bit OS.
