Does the menu bar pop up if you click at the very top of the window? If so, you can turn off full screen using the View menu.

    CAUSE
This problem may occur if the Excel toolbar file (Excel.xlb) is damaged.
    RESOLUTION
To resolve this problem, follow these steps: 1. Close Excel.
    2. Click Start, and then click My Computer.
    3. On the Tools menu, click Folder Options.
    4. Click the View tab, click to clear the Hide extensions for known file types box, click Show hidden files and folders, and then click OK.
    5. Locate the Excel.xlb file in the following folder
    Cocuments and SettingsusernameApplication DataMicrosoftExcel
where username is your user name.

NOTE: If Excel.xlb is not in this folder, search for it by clicking Start, and then clicking Search.
    6. Right-click Excel.xlb, click Rename, type ExcelXLB.old, and then press ENTER.
    7. Restart Excel, and then re-create your custom tool bar and menu bar settings as required.
